I need a stand alone 2nd, c/o refi, 70% ltv. Fico is 700+, o/o, 30 year fixed.

Use ING or US Bank

ING does not do a standalone 2nd, only piggyback with their
ING 1st (read www.ingloans.com). Ed of Merillyn Lynch does
doe standalone 2nds as well as Charles Schwab retail.

Yes, U.S. bank does standalone 2nds but full doc only.

Suntrust Equity was the last wholesale lender who did
standalone 2nds before they closed down wholesale just weeks ago.

Of course, I exclude hard money helocs 2nd which are also
standalone 2nds but with max 60% CLTV and with rates between
11.50 to 13% with at least 6 months prepay.
