I am having a heck of time determining whether or not a parcel is "buildable" in California. It is a vacant parcel zoned "Special Use"...I have contacted every person that I can find at the county, and nobody can provide a definitive answer as to how to go about figuring out whether or not a person could legally build on the property. Has anyone else ever ran into this issue? What did you do to resolve it? Does anyone know someone in the planning dept in Santa Cruz County that may be able to shed some light on the issue?

Any help would be appreciated.

Special use zoning, can be either defined or undefined zoning, my guess is the zoning is probably not defined and the only way to know if the lot is buildable is to submit to the City or county building department a site and use plan, this of course costs money , and the owner could spend thousands of dollars and not have his plan approved. In summary, there is no way of knowing for sure what and if the lot can be developed until someone trys to get a plan approved. If I was the owner I would hire a local builder who is on good terms with the planning department to meet with the planners and see what uses the city would like to see built in that part of town.
