You have to route the call to a HOC and I've been on hold for 37 minutes and going strong. Have I missed something?

they are probably overloaded

the FHA bandwagon is stuffed with more passengers than a Mexican family car

I think the politically correct (or rather less offensive to our neighbors that sneak over from the south) term would be clown car.
