Refi, Stated 85% LTV, jumbo in NV

I have a borrower FICO 698, refi, in Las Vegas, NV, O/O, SFR, stated, appraised value is 600K looking the max LTV. Can anybody help me out?

If it is a cash out 70%
R/T 80%

Also, he must be a self employed business owner.
