I have a customer with good credit (730). Building a home in CA. Home will be worth about $1.6mm upon completion. Customer owes 490k currently and needs loan amount for $995k. He can provide 24 months bank statements, but otherwise would be stated income and stated asset

Unless they have cash coming into the project this deal will not happen. He needs 20-30% cash into the project unless he can prove money already in that has not been financed.
