Who can provide a loan that can teardown the current historic home...to build up a new house on the lot? 1.5-2million should be the final value of the property.

Is it Landmarked? If yes I'd forget about it. You'll have more red tape than a proposed WalMart Superstore in enviromental wetlands does.
