Does the Borrowr qualifies on a 2/1 Buydown at the initial payment or at the adjusted payment after two years...

Depends on the lender. Plaza qualifies at the start rate.(Only lender I know doing this.) Most qualify at the 2 year rate, and few qualify at the note rate.
