What is the average time you're seeing escrow close on foreclosures in Los Angeles County California? I've got a guy that's looking for 15 day but the selling bank is pushing 30-45. What's the deal?

15 is absolutely not realistic if it's a bank owned property. The vast majority of the offers I've seen for qualified buyers don't even get accepted, much less close. If the selling back is saying 30-45, they probably know their internal issues and turn times. I've had these deals take 30+ days just to get a ratified contract with seller signatures after a "verbal acceptance".
