Getting the awards letter

I have an elderly borrower that has lost his awards letter. Problem is that he has it set up to go into his wife's account, and he does not want her on the loan. Is there a website or an institution that he/we could go to get the letter/confirmation of payment?

He gets "US Treasure 220 VA Benefit" and "1199 National Pe Pension"
