There are no approved providers in NY as of yet. The NYS Banking Dpeartment will make those providers available on their site once they're available.

Also from http://www.banking.state.ny.us/mbqa.htm

Existing MLOs
Individuals employed by or affiliated with an originating entity prior to January 1, 2008 may continue to engage in mortgage loan originating until the earlier of January 1, 2010 or the date they receive notification that their application has been denied.

To ensure that all applications are received and processed prior to the January 1, 2010 deadline, the Banking Department is requiring that all existing MLOs submit applications before July 1, 2008, or a later date agreed to by the Superintendent and the MLO’s originating entity.

The Banking Department anticipates issuing a staggered schedule for submission of applications. Updates to the July 1, 2008 or other agreed upon dates will be issued on this website and communicated to MLOs through their respective originating entities.
