Can anyone explain what investors would allow this to happen? A second behind an FHA over 100%???

As I understand it, FHA doesnt have CLTV guidelines, correct?

thanks for your help...

You are correct. The second mortgage company will have to subordinate and the FHA loan can be rate and term only.
