603 score Customer has had 2 Bankruptcies in the past 10 years.. They had a Ch. 13 that they filed in 9/04 and dismissed in 12/04 because of improper filings..
They immediately refiled in 2/05( 2 months) later and completed the plan satisfactory and received their discharge in 9/07.
I am looking to do a limited cashout deal. 65 ltv full doc o/o sfr
Who can do this loan?

A dismissed BK due to not filing a Plan on time or not filing Schedules on time can be explained very easily. You said the first BK was dismissed due to improper filings, so was this borrower a pro se debtor who did not file paperwork with the Court timely, and, thus, the dismissal? A letter of explanation and backup with the Court docket and an Order showing why the case was dismissed would help. The 2nd BK was filed more than 2 years ago and completed. I don't understand why you need BC for this?
Have you run this through DU?
If you cannot go conventional, and, even with the low LTV, I would be looking at FHA for this unless, of course, you have a loan limit issue or a borrower who cannot go full doc.
